What is a fact?
Under verification most often refers to the procedure under which a study of the compliance of a certain measuring instrument (e.g. water meter) metrological requirements. In the case of the counter it will be the accuracy in correlation with the measured volume of water.

The procedure for conducting many kinds of verification are regulated by law. So, in Russia there is a separate Federal law that sets the rules that govern the conduct appropriate research instruments. This FL no. 102, adopted on 26.07.2008. By this act it is said that verification is a procedure in which an operation is performed to identify matching measurement tools with established metrological requirements.
What it could be tools, in accordance with the Federal law No. 102 should determine the Government of the Russian Federation through the publication of regulations. There are international standards, which can be testing. Their development aims at the unification of these measures in different countries which actively cooperate in any sphere, where meteorological measurements are utilized.
Verification may be conducted by state bodies and metrological services, or competent non-governmental organizations. Their task is to carry out measurements in the framework of the objectives provided that they meet the standards of the law.
There are several basic types of verifications:
- primary (it involves the measurement of the metrological characteristics of any device before it will be put into operation upon receipt from the factory or after repair);
- periodic (it involves the measurement of metrological indicators of the measuring device in the process of operation, usually according to a schedule);
- extraordinary (it involves the measurement of the instrument in the event of certain circumstances — for example, if an employee of the company that involve a particular measuring instrument will be noticed that it is not quite correct);
- inspection (it includes measuring instruments with direct participation of specialists, government services — in the order of supervision);
- expert (requires a detailed study of the properties of the measuring device, not only the accuracy and other key performance characteristics, but also the functionality of its main components, stability control, build quality).

The term «verification«is very capacious. As for the technical sphere, most often it refers to the procedure under which the study of any object, for specific qualities of interest to a reviewer. For example, if the food product can be checked its shelf life, appearance, taste. If it is a measuring device — can be checked its functionality.
In General, «checking» is a term broader than «verification». Checking are very different and often not related to the technical sphere.

The first concept can be used practically only in one context — metrological measurements. Check — incomparably more capacious term. He can relate to technical, legal and scientific spheres.
If we compare both concepts in relation to some General area (where both of use will be correct), it may be noted that the term «check» corresponds, as a rule, significantly less standardized procedures in the Metrology field in comparison with verification. Which, as we noted above, may be regulated at the level of state regulations.
